KATHMANDU: The parliamentary State Affairs Committee today directed the government to submit a report recommending appropriate measures to solve problems related to posting and transfer of the civil servants.
The committee also underscored the need for the Ministry of General Administration(MoGA) to be effective and efficient in resolving such issues and gave MoGA 13 days to submit the report, which should include measures to manage postings and transfers in a free and fair system. It has also sought suggestions for amending the existing law in this regard.
The committee had summoned the Minister for General Administration Yuba Raj Karki, Agriculture Minister Hari Narayan Yadav and the Minister for Physical Planning and Construction Top Bahadur Rayamajhi seeking clarification on alleged controversial postings and transfers in their ministry.
Regarding transfers and postings of employees in Agriculture Ministry, the Committee said it was against the prevailing rules and regulations.
The committee directed the minister concerned to revise the ministry’s organisational structure and solve transfer and posting related problems at the soonest.
As for the controversy in the Ministry for Physical Planning and Construction (MPPC), the Committee directed the ministry to submit a report to amend the existing law.
The committee has provided 15 days to MPPC to submit its report along with recommendations and amendment proposal.
Likewise, the committee directed MoGA to introduce policy for effective implementation of the mechanism to respond to troubles faced by employees regarding transfers.
The Parliamentary Committee also directed MoGA to probe complaints received by ministry and give details on actions taken.
