TANSEN: Secretary of newly formed CPN-Maoist Netra Bikram Chand has accused the UCPN (Maoist) leadership of failing to meet the people's mandate for change in the country through the peace process.
Though UCPN (Maoist) Chairman Pushpa Kamal Dahal and Vice Chairman Dr Baburam Bhattarai were given the mandate of bringing change in the country, they deceived the nation, he said.
The CPN-Maoist is not ready for accepting the traditional parliamentary system, leader Chand said and called for integrating 19,000 Maoist former combatants into the Nepal Army.
Accusing Dahal and Bhattarai of sidelining the people's agendas, he said that the CA was not automatically dissolved, instead was dissolved by the Bhattarai-led government.

Netra Bikram Chand blames only the Bhattrai government for the current impasse with the CA? How absurd. To ignore the NC and CPN-UML interference and non-productive obstructionust tactics is laughable. If these forces had not endlessly chattered about the composition of the government and side-tracked all concerned with their not having the word federalism within their vocabulary the CA rank and file would have brought the constitution. The truth is that the status-quo stakeholder big parties did all within their power, including using the party influence to limit cooperation between civil servants and the new government, to paralyze the government. They succeeded more than a little bit. Bhaidya and Chand are now doing the dance of the NC and CPN-UML in order to get a piece of the new coalition government, when it comes. Hopefully that will not be untilnew elections in 120 days for a new, unbiased CA that will bring forth a new constitution, budget and laws badly needed. Suraj Rajbhandhari, Putali Sadak, Kathmandu
