  Pledges to transform 'traditional bureaucracy'

KATHMANDU: Chief Secretary Lila Mani Poudel assumed office today. Talking to this daily after taking charge at the Office of Prime Minister and the Council of Ministers (OPMCM) in Singha Durbar, the top bureaucrat vowed to transform the ‘traditional bureaucracy’ into a result-oriented, accountable and transparent one.

Poudel said bureaucracy needs to focus more on good government and should give continuity to the project introduced for its promotion. “Bureaucracy is a sub-system of the political system and we need to make it more accountable to the public,” Poudel said.

Later, Poudel meet all government secretaries and urged them to help him run the permanent government in times of transition, urging them to serve the public without fear.

According to a secretary present at the meeting, the meeting also dwelt on making suitable changes in the mechanism tasked with promoting secretaries.

“Secretaries present at the meeting raised a number of topics, including amendments in the civil service act to regulate the promotion and transfer of civil servants,” he said.

Some secretaries also highlighted the need to monitor the acts of Civil Service Trade Unions that have caused a headache to the government. The meeting also decided to name a secretary at OPMCM as focal person to deal with the media.

On July 29, the government appointed Poudel as Acting Chief Secretary until August 5. He got promoted to Chief Secretary on August 6 with the end of predecessor Madhav Prasad Ghimire’s three-year term.
