KATHMANDU: Finance Minister Barsha Man Pun urged all the political parties to create a conducive environment for the full budget.

While presenting the special budget through financial ordinance on Sunday afternoon, Minister Pun said that the government was not for protracting the conflict and thus decided to bring in the downsized financial plan for the new fiscal year.

"If there was national consensus, we would bring full-fledged budget with special programmes," he said at the start of the budget speech that is being live telecast from the National Planning Commission's office in Singha Durbar complex.

Prime Minister Dr. Baburam Bhattarai, senior ministers in his cabinet and government officials are present on the occasion.

Despite its intent to bring the full financial plan for the new fiscal year, the government has been forced to introduce the one-third budget due to the protest from the opposition parties.

The parties outside the government have claimed that the caretaker government did not have authority to bring the full budget.
