KATHMANDU: Chairperson of National Human Rights Commission (NHRC) Kedar Nath Upadhyay on Thursday wrote to the Prime Minister to form the Truth and Reconciliation Commission and Commission of Inquiry on Disappearances as per international standards, the commission said in a statement.
