KATHMANDU: A meeting of the UCPN-Maoist, Nepali Congress, and the CPN-UML has decided to prepare a joint draft bill by merging Truth and Reconciliation Commission and Commission of Inquiry on Disappearances into one, and take it to the House for endorsement.
The main principle of the two bills is to provide justice to the victims of both the state and Maoist rebels during the decade-long Maoist insurgency.
Earlier, parties had agreed to form two separate commissions-- long overdue since the Comprehensive Peace Accord—which are still under consideration in the parliament.
The Thursday's meeting which was actually convened in Singha Durbar to resolve the thorniest issues in the new constitution did not enter into the contentious issue including federalism, forms of governance, judiciary, electoral system and citizenship.
