NEPALGUNJ: General Secretary of CPN-Masal Mohan Bikram Singh today said the Constituent Assembly failed to promulgate a constitution because political parties battled each other for power rather than write a statute.
Speaking at a programme in Nepalgunj, Singh said the CA was dissolved without promulgating a constitution as forces who have backed the idea of federalism were themselves not clear on a plethora of related issues.
The senior leader said the Nepali Congress and CPN-UML’s stand on ethnicity based federalism was justified. “The UCPN-Maoist has digressed from communist ideology for cheap popularity,’’ he said.
He further said it was unfortunate that a Maoist was raising the issue of ethnicity although communists stand against ethnicity. “The Maoists are doing all this only because Pushpa Kamal Dahal wants to be president at any cost.’’ Claiming that the government had no authority to declare elections, Singh said, “There is no alternative to elections. A government of national consensus can only hold elections.’’
