MoHA panels pick 11 DIGs, 15 SSPs for promotion

The government has recently increased the postings of AIGs from three to 11

Secretariat of Promotion Committee under the Ministry of Home Affairs today published a list of 11 deputy inspectors general who were recommended for promotion to the post of additional inspector general as per the Police Regulations, 2014.

A three-member committee led by home secretary had taken a decision to this effect following its meeting held in Singha Durbar yesterday. The committee includes a secretary at the Office of the Prime Minister and Council of Ministers and inspector general of police as member and member-secretary respectively.

The DIGs recommended for promotion to AIGs are Bam Bahadur Bhandari, Jaya Bahadur Chand, Devendra Subedi, Pashupati Upadhyay, Keshari Raj Ghimire, Madhav Prasad Joshi, Vijay Lal Kayastha, Kamal Singh Bam, Mingmar Lama, Rana Bahadur Chand and Bijay Raj Bhatta.

All of them are from the 1988 batch and joined Nepal Police as inspector along with IGP Prakash Aryal. The Ministry of Home Affairs will have to submit the promotion list to the Council of Ministers for approval in accordance with the recommendation of the committee.

The committee, however, did not include DIG Nawa Raj Silwal, in the promotion list. A source said that a writ petition filed by Silwal at the Supreme Court challenging the appointment of Aryal as IGP and claiming the post of top cop was sub-judice and hence the committee did not include him in the promotion list. DIG Silwal is also from the same batch.

Likewise, 15 senior superintendents of police have been recommended for promotion to the post of DIG. The SSPs recommended for promotion to DIG are Sarbendra Khanal, Ramesh Prasad Kharel, Pushkar Karki, Uttam Kumar Karee, Bhog Bahadur Thapa, Pushkal Raj Regmi, Pawan Prasad Kharel, Chhabilal Joshi, Manoj Neupane, Gyan Bikram Shah, Thule Rai, Sharad Chand, Dhiru Basnet, Pushpa Chandra Ranjit and Suresh Bikram Shah.

A meeting of the three-member committee led by Home Secretary Lokdarshan Regmi had taken a decision to this effect yesterday. The committee includes Inspector General of Police Prakash Aryal and AIG Dinesh Chandra Pokhrel as member and member secretary respectively.

Khanal has secured 84.4734 marks out of 100 to feature on top the promotion list. Similarly, Kharel has obtained 83.8510 and Karki 78.2311 marks, said the committee.

As per the regulations, any police employee not satisfied with the decision of the promotion committee may lodge a complaint with a three-member Complaint Hearing Committee led by chairperson of Public Service Commission within seven days. The CHC has chief secretary and secretary at the Ministry of Law, Justice and Parliamentary Affairs as its members.

The CHC shall give its decision on the complaint within 15 days. Recently, the Cabinet had increased the postings of AIGs to 11 from three ‘to develop Nepal Police in line with federal set-up’.

Of the 11 AIGs, seven will be posted in as many provinces, one each in Metropolitan Police Office and National Police Academy, and two in Nepal Police Headquarters. The government has expedited the promotion process of police personnel to fill the vacancy. At least 4,000 posts of head constables, SIs, DSPs, SPs, SSPs, DIGs and AIGs have been lying vacant due to long delay in promotion.

Vacant posts of constable, ASI and inspector are filled through open competition while the vacancies for head constable, SIs, DSPs, SPs, SSPs, DIGs, AIGs and IGP are filled through promotions. The MoHA and NP are also preparing to promote SIs, inspectors, DSPs and SPs respectively after Minister for Home Affairs Janardan Sharma warned that further delay in their promotion would lower the morale security personnel.
