Parliament Secretariat to hold orientation for MPs

Kathmandu, June 5

The Parliament Secretariat is organising a two-day orientation programme from tomorrow with the aim of informing lawmakers about parliamentary procedures.

The programme, which will be organised at the Parliament building in New Baneshwor, will see thematic presentations on various aspects of parliamentary procedures by experts and lawmakers.

In the first session of the event tomorrow, Federal Parliament Secretary Hil Lal Subedi will provide general information about the federal parliament secretariat, including its formation and objectives, organisational structure, and introduction and works of various divisions within the secretariat.

Commentator Achyut Wagle will make a presentation on the country’s federal structure and roles of the Parliament in the second session of the programme.

Specifically, Wagle’s presentation will focus on federalism and federal governance system, and federal, provincial and local-level structures, according to the secretariat.

In the final session for the day, former secretary Kamal Shali Ghimire and Nepal Law Commission Chair Madhav Poudel will make separate presentations on the law formulation process.

Ghimire will focus on law drafting process before a  bill is registered and the process of registering bill in the Parliament, whereas Poudel will dwell on the theoretical aspects of law formulation and content and design of the bills.

The second day of the event will begin with the presentation by former Nepal Rastra Bank governor and former vice-chairman of National Planning Commission Deependra Bahadur Kshetry on budget preparation and the Parliament’s role in financial monitoring.

Kshetry will specifically talk about annual budget and programmes and policies; budget making process and sustainable development goals; presentation, discussion and endorsement of budget in the Parliament; and the Parliament’s role in financial monitoring.

In the second session of the day, former constitution assembly member Lal Babu Prasad Yadav will make a presentation on the relationship between the Parliament and citizens and the relationship between a lawmaker and his/her electoral constituency.

Similarly, Parliament Secretary Birendra Bahadur Karki will talk about the Federal Parliament process and the secretariat’s roles, including calling house sessions, conducting daily meetings, election of office bearers, committees and proposals.

Former minister and Nepali Congress leader Ramesh Lekhak will give a presentation on  law formulation and the roles of parliamentary committees in monitoring government’s activities.

Lekhak will talk on issues such as the Parliament’s roles after the presentation of bill, parliamentary committees’ roles in law formulating process, and the committees’ roles in monitoring and evaluation of the government’s activities.

In the final session of the event, former speaker and chairman of the erstwhile Constituent Assembly Subas Chandra Nembang will speak on constitution drafting and parliamentary practices, according to the Parliament Secretariat.

Other speakers in the event include Federal Parliament General Secretary Manohar Prasad Bhattarai, Minister of Law, Justice and Parliamentary Affairs Sher Bahadur Tamang, National Assembly Chairman Ganesh Prasad Timilsena, House of Representatives Speaker Krishna Bahadur Mahara, Joint Secretary Bharat Raj Gautam, HoR Deputy Speaker Shiva Maya Tumbahamphe and NA Vice-chairperson Shashi Kala Dahal.
