Shekhar Koirala registers amendment proposal to statute draft, 'violates' party directive

KATHMANDU: Nepali Congress central member Shekhar Koirala has registered an amendment proposal in relation to the Revised Bill of Nepal's Constitution, 2015.

Leader Koirala registered the amendment proposal as per the Rule 99 of CA Regulations.

It may be noted that not only the Congress, but two other major political parties have also instructed the CA members from the party not to file any amendment proposal to the constitution draft.

Leader Koirala sought exclusion of words 'sacrifice' and 'glory of sacrifice' from the preamble of the constitution draft and removal of the entire third paragraph in the same part.

Similarly, he was in view of replacing the words 'people's competitive multiparty democracy' with 'based on pluralism' and omitting the words 'secularism' and 'socialism'.

When asked why he chose to register an amendment proposal against the party’s directive, he argued that the NC was established for establishing pluralism and his move was to ensure the same in the preamble of the new constitution.

Besides, he insisted on setting up a different bench inside the Supreme Court to look after the constitution-related affairs, including a provision that authorises the President to mobilise the Nepal Army on the recommendation of the Council of Ministers or Security Council and for making appointments in the constitutional bodies on the basis of proportional inclusive system.

Meanwhile, NC Chief Whip Chinkaji Shrestha said Koirala's proposal was merely a personal one and he was sole responsible for it.
