Congress unveils poll manifesto

Kathmandu, April 25

The ruling Nepali Congress today unveiled its manifesto for the forthcoming local level elections promising double digit economic growth, reducing poverty down to 3 per cent and generating more than 10,000 MW hydro electricity within a decade.

NC President Sher Bahadur Deuba unveiled the election manifesto at party headquarters in Sanepa this afternoon.

Based on the list of 22 rights of local levels stated in the Constitution, NC has also pledged quality and free education up to the secondary level, a technical school and child development centre at each local level.

The largest ruling party also promised to establish a skill development centre at each local level as well as to launch a project to reform teacher management in community schools, model schools and introduction of voucher system to make private schools socially responsible. The party also promised to establish an information centre with wi-fi, internet and a library in each local level.

In the health sector, the party promised to build a 15-bed hospital in every rural municipality and 20 to 5 -bed hospital in each municipality. Likewise, free dialysis for kidney patients, health insurance for every citizen and even excellent medical tourism in rural municipalities where it is possible.

The party also promised to provide Nutrition Coupon to new mothers for two years and to expand the intensive maternal and child care programmes termed as “a thousand golden days” in each ward of the country.

The party also put forth the concept of establishing a unified senior citizen service centre in each rural municipality.

The party has also put forth infrastructure development concept in mountain, hill and Tarai regions for transport, tourism, industrial development, and rail and hydroelectricity projects. The party has promised to link local roads with the national road network.

In the urban development sector, the party promised to develop well-managed modern cities with tunnels and flyovers, introduce ward development fund, develop smart city with special identity, mass rapid transport system, sports complex and women sports club etc.

Renewable and clean energy for household use, well-managed irrigation and ‘one ward one bulletin’ system for local communication has also been stated in the manifesto.

Likewise, the party also promised to establish one Disaster Fund to coordinate the safe reconstruction of earthquake damaged houses. The party has also promised to establish one security post, fire brigade and an ambulance service in each local level.
