Relief works delay social security allowance distribution in Kavre

KAVRE: As staff of local governments remained busy in collecting data of earthquake losses and relief distribution works to victims, VDCs and municipalities of Kavre district failed to distribute social security allowance.

According to the Social Security Programme Operation Procedure, senior citizens, single women and members of marginalised communities, among others, get social security allowance in every quadrimestre.

"We had been waiting for the allowance the government would provide," an elderly man in Banepa Municipality of the district said, "But, it could not pay us on time and we could not spend."

According to the Operation Procedure, the allowance shall be distributed before the Dashain festival (around October), during the Martyrs' Week (around January end) and on the Republic Day (around May end) for each quadrimestre of a fiscal year.

But, single women, senior citizen, people with disabilities, Dalit students and members of the endangered communities did not get their allowance for the third quadrimestre, which they should have received on the Republic Day, on May 29 this year.

Local Development Officer of the district, Chiranjeevi Timsina, said the District Development Committee just released the budget and the local bodies will begin distributing the allowance soon.

Meanwhile, a VDC secretary Bishwanath Dahal said the distribution could not take place on time as secretaries were overburdened with responsibilities in aftermath of the quake.

There are 76 VDCs and five municipalities in the district.
