yes. our government had been doing such good activities on a slow pace and even if it is executed rapidly,we Nepalese are not coming up with such uncivilized activities.A city is claimed civilized if all the residents follow up the local cum national rules, whether of traffic or residential norms.in my view, i think the government is not responsible but the locals are to be blamed for the JAYWALKING.Government is fully executing its plan and policies and certainly they are not so called 'ineffective "SHORT TERM"efforts of government'.SO more than Penalising and detaining,Government or Traffic police must make them wear the crown of GUILT.that is probably the optimum solution of the prevailing JAYWALKING

Question

Penalising and detaining jaywalkers is the latest step taken by our traffic police. Similar steps were also taken a few months back to punish jaywalkers. However, as these did not continue for long, people forgot about the rules and started jaywalking with ease again. Are such ‘short-term’ efforts really effective in making people follow traffic rules? Or should such efforts be carried out for a longer period of time — say a year or so — so that people get into the habit of following traffic rules? Why?
