Congress blueprint for identity issues next week

KATHMANDU: Nepali Congress is preparing to bring a detailed policy on the issues of indigenous and oppressed communities by next week to address the concerns of identity in federalism.

An 11-member taskforce led by Central Working Committee member Bhim Bahadur Tamang is at the final stage of drafting the policy after making an in-depth study, and interaction with the party’s indigenous and all central level leaders and experts.

After the Constituent Assembly was dissolved on May 27 without promulgating the new constitution due to differences with the Unified CPN-Maoist’s stance on identity issues, the NC’s CWC had formed the taskforce to resolve the issue.

Following the CA’s dissolution, also the indigenous leaders of the Congress had resorted to pressure urging the leadership for identity-based federalism. They also urged the party leadership to lead the issue of identity by incorporating the demands of the oppressed groups.

“The difference between the Maoists and non-Maoist parties is not on the issue of whether to accept the single or multiple ethnicity-based identities, because, none of the forces has rejected the ethnicity’s identity. But, the problem lies on the misunderstanding of the identity,” said Narahari Acharya, one of the members of the taskforce.

Acharya said that the ongoing polarisation on the identity issues was the outcome of misunderstanding and misinterpretation of the issue. “We are preparing a draft on the identity issues by conducting detailed and in-depth study. I strongly believe our report will crush all misunderstandings on the identity issues and will remove the illusion on it,” he added.

The taskforce held issue-wise discussion today pertaining to the identity with party President Sushil Koirala and Vice President Ram Chandra Paudel at party headquarters in Sanepa, according to its member Man Bahadur Bishwakarma.

The taskforce is holding next round discussion with other office bearers and CWC members of the party tomorrow according to him. He informed that the report will finalised come by July 27, the deadline given to the taskforce.
