Rehabilitation of Dhading quake victims before monsoon rains a daunting task

Keshav Adhikary DHADING: With monsoon season just a few weeks away, the process of relocating the earthquake victims and rehabilitating them in makeshift shelters has become a daunting task. District Disaster Rescue Committee Coordinator and Dhading CDO Basudev Ghimire warned that failure to rehabilitate the quake victims before monsoon would create more problems. Northern part of the district was affected the most by the temblor of April 25 and its aftershocks, putting more than 70 per cent human settlements at risk of landslides. Earthquake victims from Lapa, Ri, Darkha, Satyadevi, Sertung and Tipling have moved to the district headquarters and other safer places. To rehabilitate the victims, donors have to take the zinc sheets to the villages within a fortnight. According to Ghimire, the committee has distributed 62,233 tents, while other organisations have chipped in with 53,000 tents for the district’s quake victims. Dhading Constituency No 2 lawmaker Guru Prasad Burlakoti said more than 5,000 households were in need of rehabilitation. As many as 733 people lost their lives to the quake, while 1,218 were injured. As many as 43,741 houses were razed to the ground in the quake, while 18,720 houses suffered partial damage. Almost 3,000 classrooms of the public and 140 classrooms of private schools were destroyed in the tremor. Classes have reopened in the temporary classrooms. Burlakoti said to rehabilitate all the quake victims before the onset of monsoon would be an arduous task. District Education Officer Ganesh Dhakal said a technician’s team deployed to assess the schools was likely to mark 90 per cent of the 587 public and 54 private schools in the district red. As many as 30 health facilities were completely destroyed in the district. Jivan Malla, public health administrator, said 17 health centres had suffered partial damage. Many government offices, including district forest office and district post office, were damaged in the quake, with most of them not fit for functioning. District Disaster Rescue Committee has started the process to distribute Rs 15,000 to each quake victim. According to the disaster committee, Rs 90 crore are needed for the victims. CDO said DAO had written to the Home Ministry to allocate adequate budget for the same.
