Khotang, September 13 CPN-UML leader Surendra Pandey today said the government needed to issue a white paper to the public justifying the need to amend the statute. Speaking to journalists at a function organised by Press Chautari Nepal, Khotang chapter today, Pandey argued that the ruling parties needed to issue white paper to the people clarifying how they were going to amend the constitution. Pandey also accused the ruling parties of not being clear about pradesh delineation, and distribution of naturalised citizenship, among others. “It is obvious that the statute can be amended. However, the government must make public the concrete grounds,” said former finance minister Pandey. He also charged the ruling Nepali Congress and the CPN-Maoist Centre of being unclear about whether to split Sunsari and Kailali districts, among others. “We doubt that the ruling parties will come up with a common recommendation. Pandey also said that Prime Minister Pushpa Kamal Dahal’s India visit would be nothing more than a formality. “There won’t be any substantial agreement between the countries with regard to Nepal’s interest,” he argued.
