Kathmandu, July 8:

Prof Dr Jorgen Elklit from Department of Political Science at University of Aarthus of Denmark today said Nepal should go for proportional representation for the election of constituent assembly.

A pool of national and compensatory seats can be established to ensure that parties, which get below their share in several multi-member constituencies can get their fair share at the national level - but it adds to the complexity of the system, he said, talking with the media persons.

Prof Elklit, who is holding series of meeting with political leaders, said, “Proper provisions for female representation should be made.” Closed party lists, from which vacancies are filled, should be followed, where independents should also be allowed to contest, he said.

He, warned: “Lots of discussions should be done on different aspects of election modalities at different levels.” Government will have to face lots of repercussions if an election to constituent assembly is held in haste and the population is not properly represented, he said.
