In yet another bid to improve the educational system, Tribhuvan University (TU) has decided to devolve to regional campuses the authority to examine test papers. Till now, the Central office of Tribhuvan University has been processing and publishing the results of all university level examinations, including the Proficiency Certificate Level (PCL), due to be phased out in favour of the Higher Secondary Education Board (HSEB). TU is required to publish the examination results within three months, as per the University regulation. However, it has been taking six to 10 months to publish the results forcing students to wait indefinitely, thus hampering their higher studies or employment prospects.

Moreover, test papers often reach the hands of unscrupulous and inexperienced teachers, who either have no respect for pedagogical ethics or proven ability to evaluate a students’ performance. Also, numerical evaluation of students’ performance has often prevented them from getting admitted to universities that only accept grades. In international practice, students are offered grades for their performance, which is the widely accepted form of scientific evaluation. On the other hand, there has always been plenty of room for improving the quality of education in Nepali educational establishments. TU should give equal importance

to imparting quality education.
