NC lawmakers object to concept paper

KATHMANDU: Seven Constituent Assembly members of the Nepali Congress on Monday registered dissident views on two issues contained in the CA Committee's preliminary draft on Protection of National Interest. The committee presented its concept paper along with descriptive comments to the full CA House for discussion. Committee chairman Amik Serchan had tabled the concept paper. Committee members Dr Narayan Khadka, Jagadish Narsingh KC, Kamala Pant, Rama Guragain, Dhyan Govinda Ranjit, Munni Kumari Gupta and Ajaya Kumar Chaurasiya lodged dissident views on the two key areas. The CA members objected to the clause that the 'government may call on the citizens above 18 years of age for military training, if need be, for the protection of the country, and, it shall be the duty of every citizen to serve the nation by participating in the army.' They demanded that the clause be removed. They also expressed strong reservation about the phrase 'People's Liberation Army' used in the concept paper. They argued that the phrase was not mentioned in the 12-point understanding reached between the then seven parliamentary parties and the CPN-Maoist and the Comprehensive Peace Accord inked between the then government and the Maoist rebels. They said the phrase should be removed, as it is inconsistent with the said agreements. The preliminary concept paper states: 'Nepali National Army shall be created by assimilating the People's Liberation Army and the Nepali Army on democratic principles for lasting peace, political stability and economic prosperity.' The NC lawmakers said the clauses were incorporated in the concept paper without their consent. Rasmi Raj Nepali, CA member representing Rastriya Janamorcha Nepal, lodged his view against federalism, arguing that it would lead to the country's disintegration. After Sherchan had tabled the concept paper, CA chairman Subas Chandra Nembang allocated May 30, 31, June 2 and 3 for a debate on it. This is the first concept paper tabled in the CA full House on time. Other thematic committees are also expected to table their concept papers soon.
