LALITPUR: Ministry of Local Development, on Friday, has made amendments in the assessment manual that assesses minimum conditions of VDCs for the local governance and community development programme. The ministry source maintained that the manual would make the development programmes more effective and maintain transparency. The manual was recently approved by the cabinet.
