Interim Plan focuses on infrastructure

National Planning Commission in its ambitious Three Year Interim Plan has focused on physical infrastructure and hydro-power development.

“We need to focus on physical infrastructure in the post-conflict era that Nepal is currently undergoing,” said Dr Jagdish Chandra Pokharel, vice-chairman of the government think-tank.

By the end of three year, the government plans to relocate internally displaced, kickstart growth for econo-mic revitalisation and concentrate on inclusive development.

“State should be able to make its presence fe-lt and must take a lead,” he said, adding that investment on infrastructure wo-uld also generate employm-ent that is need of the hour.

From social perspective, it will focus on health and education, whereas for economic revitalisation it plans to focus on agriculture, tourism and industry; both conventional and unconventional, according to him.

The Plan — aimed at building ‘prosperous, modern and just Nepal’ and brought to address the gap until the Constituent Assembly election is held, new constitution is written and the elected government is formed – needs Rs 511 billion. “Rs 280 billion will be spent on development projects,” Pokharel said.

The NPC plans to mobilise internal resources for half of the development bu-dget and it has got commitment from the foreign agencies and donors for the half.

It has projected a GDP growth of 4.5 per cent for the year 2007-08.

It also plans to generate 1000 MW electricity within five years, whereas it’s only Three Year Interim Plan.
