12-point Dalit regulations issued

KATHMANDU: The forum of Dalit CA Members has issued 12-point regulations for making its Common Programme, 2010 effective. The forum comprises the Dalit members of the CA representing various parties. The regulations issued by the Forum stipulates that a common forum would be constituted based on consensus, that the practice of ''untouchability'' and caste discrimination would be eliminated, that all sides would be committed to the campaign for liberation of the Dalits, that the forum's secretariat would be constituted with members not exceeding one-third of its members and the general meeting of the forum would be held on rotational basis. Member of the forum and chairman of the CA committee on determination of the structure of the state, Shambhu Hazara Dushad said the regulations stipulates that CA members would be free to express their views on topics except those related to the common programme and they would be free to raise all the decisions of the forum
