KMC anniversary celebration
KATHMANDU: Kathmandu Metropolitan City is celebrating its 15th anniversary on December 14 -- the Metropolis Day -- by organising a number of activities. A week-long celebration started today.
Dhana Pati Sapkota, chief, Enforcement Department, head organising committee, said staffers, who have completed 25 years in KMC would be felicitated. There are 53 staffers to be honoured on the occasion.
Dr Babu Ram Gautam, chief, Public Health Department, said various sporting events will be organised between departments of the civic body. "Programmes such as volleyball, badminton, musical chair and quiz contest will be held," said Sapkota.
There are six departments, two projects and one programme under the KMC. Including 900 sanitation staff, the total number of employees in the KMC is 2,250. "Seven teams are participating in the competition," said Sapkota.
Nevertheless KMC is yet to approve its budget and programmes for the fiscal that began mid-July. "It's an irony that we have failed to finalise the programmes five months after the commencement of the fiscal year, due to internal disputes," said Deepak Koirala, assistant executive chief, KMC. "A misunderstanding between the administration and the all-party mechanism has barred the approval," he added.
Formation of an all-party mechanism, as directed by the Ministry of Local Development five months ago, is yet to take shape. At a time when the local bodies across the country are without elected representatives, as an alternative, a mechanism comprising the representatives of all parties in the CA can fill the vacuum.
The seven-party mechanism, popular immediately after the success of the Janaandolan II, is opposing inclusion of other parties , said a KMC official. "This is an undemocratic practice in a democracy," he said.
