MCPM scans budget for municipals
KATHMANDU: Despite the failure of Kathmandu Metropolitan City (KMC) and Khandbari Municipality in meeting the criteria set, the Ministry of Local Development has decided to provide them capacity development grants. The MoLD had set the criteria of Minimum Condition Performance Measure (MCPM) to provide budget under the Local Governance Community Development Programme (LGCDP) for the municipalities from this fiscal year.
The two municipal bodies failed to meet the criteria. "The municipalities will be given no development fund under the LGCDP. Instead, they will be given Rs 1 million and Rs 500,000 respectively as capacity building grants," said Dinesh Kumar Thapaliya, spokesperson MoLD. “Out of the 58 municipalities nationwide, Rs 347.9 million will be allocated to 56 municipalities, that matched the conditions,” he added. KMC and Khandbari were unable to meet mandatory seven out of 15 conditions.
Meanwhile, MoLD informed that 13 top performers would be given additional 25 per cent of the budget while 17 with poor performance will be getting their budget reduced by 25 per cent. Top performers this year are Ratnanagar (Chitwan), Tansen (Palpa), Damak (Jhapa), Mahendranagar (Kanchanpur), Hetauda (Makwanpur), Dharan (Sunsari), Baglung (Baglung), Tikapur (Kailali), Tribhuvannagar (Dang), Dhankuta (Dhankuta), Waling (Syangja), Birendranagar (Surkhet) and Mechinagar (Ilam). Seventeen poor ones are Biratnagar, Gulariya, Kirtipur, Lalitpur, Siraha, Dasharathchand, Nepalgunj, Triyuga, Kamalamai, Prithvinarayan, Ramgram, Madhyapur Thimi, Gaur, Malangawa, Siddarthnagar, Inaruwa and Rajbiraj.
Similarly 26 municipalities divided into two, first 16 to get 10 per cent increment reward and the other 10 to be punished with 10 per cent reduction. The former 16 are Bhimeshwor, Dhangadhi, Tulsipur, Kalaiya, , Putalibazaar, Bhadrapur, Janakpur, Jaleshwor, Bhaktapur, Dhulikhel, Lahan, Banepa, Bidur, Itahari and Lekhnath. The latter 10 are Vyas, Kapilvastu, Pokhara, Bharatpur, Butwal, Panauti, Amargadhi, Dipayal and Siligudhi.
