MoGA planning to introduce three new bills in Parliament

The Ministry of General Administration is preparing to table three different bills after adjustment of employees in the local levels.

The ministry is preparing to introduce Federal Civil Service Act, State Civil Service Act and Local Service Act as the Employees Adjustment Bill that is currently under consideration in the State Affairs Committee of the Parliament would automatically cease to be effective after employee adjustment process gets over.

Responding to queries at the SAC meeting today, Minister for General Administration Tek Bahadur Basnet said the Employee Adjustment Bill needed to be passed at the earliest.

The Nepali Congress, the CPN-UML, the CPN-Maoist Centre and some Madhes-centric parties have registered amendment proposals on the bill, expressing concerns about the provision of removing employees failing to reach the assigned duty station within 35 days of adjustment. Minister Basnet said the provision was included just to make employees report to work on time.

The bill has also proposed halting recruitment of civil servants by the Public Service Commission for a year. Minister Basnet said this would affect the PSC calendar.

Minister Basnet said the ministry was positive about forming a committee comprising representatives of official trade unions to monitor the process of employee adjustment. He clarified that temporary employees and those working on the contract basis will not be included in the adjustment process.

Parliamentarians Dr Ganga Lal Tuladhar, Ramhari Khatiwada, Mohan Baniya and Rekha Sharma took part in the meeting.
