No problem for swearing-in of newly elected local level representatives
KATHMANDU: The government has made preparations to impart training related to the operation of local levels to the newly elected local level representatives along with their swearing-inĀ programme.
The Ministry of Federal Affairs and Local Development has already prepared the list of the subject matters to be included in the training and the roster of experts for this.
Ministry Secretary, Dinesh Kumar Thapaliya said that preparations were underway to impart training to newly elected Mayor and Deputy Mayor of Metropolitan City and Sub-Metropolitan City, and to the Chairperson and Vice-Chairpersons of rural municipalities.
According to the Ministry, training would be imparted to Mayor, Chairperson, Deputy Mayor and Vice-Chairpersons of all provinces in the first phase while ward chairpersons and members would get training in second phase.
The experts would impart training to people's representatives of locallevel on different issues including rights to be used by local bodies, laws related to operation of local-level, work division regulations, work execution regulations.
The Ministry clarified that there would be no legal hurdles for newly elected representatives at local levels to carry out their duties although there lacks a bill related to local level governance.
"Service delivery at local level could not be halted only for want of an Act related to local level governance. Such act only helps manage and integrate service delivery," said Thapaliya.
The ministry has prepared frameworks of separate work division and work execution regulations to facilitate local level governance at all 744 local levels across the country.
