SC tells HSEB to annul 4-yr-old promotions

The Higher Secondary Education Board (HSEB) has landed in trouble after the Supreme Court (SC) recently issued a certiorari order against its four-year-old decision to promote seven officials. The HSEB had promoted seven section officials as under secretaries on August 15, 2003.
Responding to the writ filed by Jit Bahadur Chauhan, an SC bench comprising justices Ram Prasad Shrestha and Tahir Ali Ansari issued an order to the HSEB selection committee on April 18 this year to annul the promotions.
Though the order was issued on April 18, the SC’s letter in this regard reached the HSEB office only around three days ago, an official at the HSEB said.
According to documents The Himalayan Times obtained today, the selection committee had promoted Upendra Raj Subedi, Durga Prasad Aryal, Santosh Kumar Aryal, Jung Bahadur Aryal, Ram Sagar Yadav, Sabitri Devi Khaniya and Nirmal Raj Pandey.
The official said that the committee, after receiving the SC’s letter, has decided to annul the promotion of Subedi — who has already retired — and Santosh Kumar Aryal. “The committee has decided to act on the other five officials’s promotions after holding talks with legal advisers.” Efforts to contact Ram Bahadur Khadka, the chairperson of the selection committee, today failed.
