Timely statute possible: Prachanda

KATHMANDU: Chairman of the UCPN-Maoist Pushpa Kamal Dahal 'Prachanda' has claimed that timely constitution is possible if the parties become serious to forge consensus.

"Timely statute is possible if the parties garner agreement on three important issues -- restructuring of the states, forms of governance and integration of the army," he said in an informal meeting with reporters at his residence at Nayabazar this morning.

He, however, revealed a very thin or no ray of hope to promulgate the statute in the absence of a national unity government in the leadership of the Maoists.

Prachanda claimed the 14 proposed states could also be reduced so as to make it more scientific and affordable.

Dahal added that three modalities of army integration are under consideration among the parties -- the formation of a special central force of the Maoist combatants only, forming a special fourth force with equal number of Nepal Army and Nepal Police personnel and integration in all the three forces. The peace process will be completed as soon as the parties agree on one of these modalities.

He also categorised the people in all major parties into three -- those who see the timely statute possible after consensus, those who see it impossible and those who want to create anarchy. The third type of people are also present within the revolutionary parties, he said. He said their intention could be to utilise the situation to capture state power.

On the change of guard, he said, "The incumbent government will be toppled anytime soon."

"The two currents within the UML have been struggling. Signature campaign has begun and I suppose it has exceeded three dozen and there is a possibility that a majority of them are for change of guard," he said, adding, "If a majority are against the government, the prime minister will face a moral crisis and the idea of a no-trust motion will strengthen."

NC and UML will immediately resign if India asks them to leave, he claimed.

He also assessed that India will face a political problem if the Maoist government is formed as it has launched a movement for national independence. "Proposals have come that a Maoist-led government is possible, but without Prachanda."

Dahal claimed that the craze for Maoists among people is soaring inspite of the anti-Maoist information flooded by the media after the unification of the UCPN-M and the CPN-Unified.

"A Maoist government could be formed through three options -- floating a no-trust motion, creating a vacuum through the prime minister's resignation and forming a new government through consensus," he said.

He claimed that some die-hard leaders wanted to see PM Nepal at the helm till May 28 and form an alliance of extreme rightists including Gyanendra Shah, Surya Bahadur Thapa and Khum Bahadur Khadka among others so as to lead the nation towards confrontation.
