Application templates for delivery of services from local levels developed

Kathmandu, May 18

The Ministry of Federal Affairs and Local Development has prepared 64 different templates of applications and recommendation letters for delivery of services from the local levels.

A press release issued by the MoFALD today said the templates would come into effect in all 744 local levels from June 15. “The templates of applications for services and facilities to be provided by the local levels have been developed in accordance with the Local Self Governance Act and Regulation-1999, and procedures, directives and circulars issued by the government from time to time,” it informed.

The templates aim to bring about uniformity in the service and facilities to be provided the local levels. They include types of services and facilities, required documents to be submitted for the service and the time to be taken for the same.

“The first phase of elections for 283 local levels have  already concluded. After the second phase of polls is conducted, all local levels will get their representatives after a gap of 20 years. It will not only strengthen the foundation of democracy but also bring the local levels closer to the people,” read the release.

Once the elected representatives assume their office, the high-powered local levels will be established as the nearest government of the people. Meanwhile, the MoFALD said the government was making necessary preparations to formulate different laws, policies, rules and procedures for the operation of local levels under the federal set-up.

A local level can also formulate its laws without contradicting federal and provincial laws and is empowered to impose tax as provisioned by the constitution. In addition, the constitution has also granted the local levels the power to manage secondary level education and primary health care services.

Earlier, the MoFALD had introduced Guideline on Registration of Personal Incidents in Rural Municipality or Municipality. As per the new system, people can register vital personal incidents (birth, death, marriage, divorce and migration) in the ward office of the concerned rural municipality or municipality. Executive of rural municipality or municipality and ward secretary shall act as a local registrar for registration of personal incidents.

Similarly, the ministry said it was doing groundwork to implement Municipal Administration and Revenue System in all rural municipalities and municipalities with effect from the upcoming fiscal 2017/18 to reduce financial risk and maintain good governance by delivering service to the public in an easy and simple manner. This system has already been brought into use in Kathmandu Metropolitan City and is yielding positive results, it informed.
