Bureaucracy posing challenge to federalism, says NCP Co-chair Dahal

The ruling Nepal Communist Party (NCP) Co-chair Pushpa Kamal Dahal today said bureaucrats’ failure to internalise political change had posed a challenge to the federal system.

Addressing Sudurpaschim Financial Summit in Dhangadi, Dahal held that retaining civil servants from the old political system following the political change in the country was a big mistake. “We should have bid farewell to the employees who had worked in the old political system. We should have hired fresh manpower. We failed to usher in change with the same old chief secretary, secretaries and other staffers,” Dahal added.

Dahal said the bureaucrats were corrupting leaders’ mindset on various pretexts. He accused the civil servants of not cooperating with the political leadership for the implementation of federalism. He argued that domination of bureaucracy in the issues of nation building, after the second people’s movement had led to the loss of accomplishments achieved from political struggle.

Dahal also charged that the civil servants had failed to rid themselves of centralised and unitary mindset. “Given the current situation, I fear that we may lose political achievement gained after long political struggle,” Dahal said.
