Congress sensitises CA members to their role

Kathmandu, May 24:

The Nepali Congress organised today a programme for its central committee members and newly elected Constituent Assembly members to sensitise them to the importance of the Constituent Assembly, technical aspects of the CA proceedings and their role in the House.

Constitutional expert Dr Surya Dhungel and advocates Sher Bahadur KC and Lalit Bahadur KC presented a paper on ‘Theoretical aspects of CA and international experience’.

Senior advocate Srihari Aryal and advocate Kumar Regmi presented a paper on ‘CA and inclusive democracy’ while former attorney general Mahadev Prasad Yadav and advocate Harihar Dahal presented a paper on ‘Nepal’s interim constitution, parliamentary process and a brief outline of CA.’

Dr Dhungel said his paper made a comparison between different types of constitution-making bodies, processes and importance of the CA.

NC leader Anand Prasad Dhungana presented a paper on the parliamentary procedures so that the newly elected CA members could have a fair knowledge of technical aspects and rules of the CA proceedings and they could perform their role more effectively in the House.

“Such programmes are quite important for the CA members as they will have to know both the rules of parliamentary and CA proceedings,” Dr Dhungel said. All prominent leaders of the Party were present at the programme conducted in party central office in Lalitpur.
