KATHMANDU, JANUARY 28

Prime Minister Pushpa Kamal Dahal emphasized that although the basic framework for the implementation of federalism was prepared, the formulation of new laws and amendments to existing ones remained pending.

PM Dahal made these remarks during a high-level discussion on the draft report regarding the revision of work expansion and enlargement among national and sub-national governments held on Sunday.

He pointed out that despite it being a year since the re-election of people's representatives following the promulgation of the new constitution, ambiguity persisted in many areas, especially regarding the exclusive and concurrent rights of the three-tier government.

Dahal highlighted that the revision process was propelled forward in response to the needs and demands of provincial and local governments.

The Head of State asserted, "Since the promulgation of the constitution, federal governance has been practiced in the country based on the principles of cooperation, co-existence, and coordination. We have made encouraging achievements in the eight years since the constitution's promulgation."

Last year, the National Coordination Council decided to establish the Revision of Work Expansion and Enlargement and Recommendation Committee to resolve overlapping and ambiguity arising during the enforcement of federalism.

The discussion was attended by Deputy Prime Ministers, Chairpersons of thematic committees of the National Assembly and House of Representatives, various party leaders, the chief secretary, secretaries, and experts.

The expansion and enlargement of exclusive and concurrent rights of the federal, provincial, and local governments, as outlined in Schedules 5 to 9 of the Constitution of Nepal, has been in effect since January 31, 2017.
