Local levels allowed to recruit temporary staffers

The central government has endorsed a manual relating to Local Level Non-permanent Human Resource Management, which allows the local governments to recruit temporary employees.
However, the final decision on hiring such employees has to be taken through executive meeting of the concerned local level.
The manual will prove to be a shot in the arm for the local governments which have not been able to do their jobs effectively due to lack of human resources.
Although the central government has allowed the local governments to recruit temporary employees, if necessary, the latter can recruit such employees only in some specific sectors such as engineering, agriculture, animal, forest and health. This means the local levels can’t recruit employees in other sectors. There are 753 local levels in the country.
Local levels continue to complain that the central government has not sent sufficient number of employees to them.
The Minister of Federal Affairs and General Administration Lal Babu Pandit has been saying that the centre would provide employees for all local levels as soon as possible.
According to the Ministry of Federal Affairs and General Administration, the model procedure states that the local levels should announce vacancies 15 days before they conduct selection exams. Local levels will have to select candidates on the basis of their merit and skills, according to the procedure.
However, there are around 34,000 temporary employees who lost their jobs at the centre due to reduction in the number of ministries and government departments. These employees have been demanding that the government retain them. The central government has extended their contract for three months.
