MKN not clear on CC role
Kavre, January 28:
Chairman of Constitution Committee of Constituent Assembly Madhav Kumar Nepal today said he couldn’t figure out what his responsibility was in the CC. “I have been made chairman of the CC but I don’t know what my responsibility is,” Nepal said.
Addressing a programme organised here today, Nepal also sought help from
political parties and the civil society, saying that he alone can do nothing.
He said the civil society and foreigners had assured him of help soon after he agreed to chair the committee.
“I am worried, but not hopeless,” the former general secretary of CPN-UML said, adding, “However, the challenges can be overcome if the political parties follow the path of unity, struggle and transformation. Both the nation and I will be successful if the statute is written in a fair way.”
“If I get necessary support and cooperation, I would like to assure you all that the challenges can be met and the statute can be drafted within the stipulated time,” he said.
He also called on the political parties to show their commitment for statute-drafting and to create conducive environment for the same.
Saying that the Jana Andolan II had brought changes which were thought impossible at first, Nepal suggested forgetting the dream of establishing ‘communist republican system’.
“The UML does not support polarisation. We are against dictatorship and don’t believe in one-party monopoly,” Nepal said. He added that the integration and management of PLA fighters was the main challenge for the country.
Speaking on the occasion, constitution expert Daman Nath Dhungana said the formation of CA from parliamentary system was faulty. “We have 601 CA members and many of them have reached there without getting people’s votes,” he said. He also regretted that the peace committee hadn’t been formed even after five months of the formation of the government.
