Nembang holds out hope for statute
ILLAM: Constituent Assembly Chairman, Subash Chandra Nembang today said the formation of Truth and Reconciliation Commission was being delayed.
Releasing a book entitled ‘Ilam in Armed Conflict’ published by Human Rights Network and Peace Work Group here, Nembang said, “The
commission is not taking
shape despite commitments from the government and the political parties.”
He also stressed that the insurgency victims be provided proper relief at the earliest.
In the meantime, despite rescheduling the time-line for constitution drafting for over six times, the constitution would be promulgated duly, he informed. “We are committed to draft the constitution on time, however, unity among the political parties is a must.” he said. Logical
conclusion to the peace process by drafting a new constitution was the main goal of Janandolan II, he added.
However, “Work of various constitutional committees was at turtle’s pace while the political parties were yet to forward their concepts,” he lamented. Meanwhile, CA members Shakuntala Lapcha and Nirmala Prasain among others aired their opinion at the programme.
