New govt after October 3

With the promulgation of the new constitution, the major parties have now started preparations for forming the new government as per the provisions of the new constitution.

Prime Minister Sushil Koirala today told the meeting of the Nepal Congress Central Working Committee that he would tender resignation from the post of the prime minister as soon as he returned from New York.

Koirala is leaving for the US on September 23 to attend the 70th United Nations General Assembly at New York and will return home on October 3.

As per Article 296 (5) of the new constitution, President should call the new session of the Parliament within seven days of the new constitution coming into effect.

While forming the NC and UML government, the two major parties had a gentleman agreement to handover the leadership of the government to UML after the promulgation of the new constitution.

According to UML leader and party’s Central Secretariat Secretary Krishna Gopal Shrestha, a UML-led government, including Nepali Congress and Unified CPN-Maoist, would be formed by the first week of October.

He said the process of forming new government would begin as soon as the PM tenders resignation after returning from the US.

He said the three major parties would also try to convince Madhes-based parties, especially Bijaya Kumar Gachhadar’s Madhesi Janaadhikar Forum-Democratic, to join the government.

UCPN-M sources said the party would join the government under the leadership of CPN-UML Chairman KP Sharma Oli.

However, Madhav Kumar Nepal-led faction in the CPN-UML has misgivings against the party’s chairman. .
