PUYTHAN: Unified CPN-Maoist secretariat member Lilamani Pokhrel on Friday said the present struggle between the government and the Nepali Army was related to defining the parameters of the two sides.

Inaugurating the first district conference of Maoist-aligned YCL here, Pokhrel said, " The issue is whether the government stays under the army or the army stays under the government."
