SAC wants PSC to recruit staff in corporations
Kathmandu, December 14:
The Parliamentary State Affairs Committee (SAC) today decided to draw the government’s attention towards introducing provisions, in the interim constitution, to grant responsibility to the Public Service Commission to recruit human resources in the semi-government organisations.
The SAC took the decision after complaints were lodged against the Nepal Electricity Authority (NTA) and the Nepal Telecom (NT) saying they had appointed officials through political recommendations and not through free competition, even after placing an advertisement for more than a year. “SAC has decided to give the responsibility of recruiting people in corporations to the PSC by introducing provision in the constitution. This is relevant because an interim constitution is in process of making,” said the SAC chairman, Hirdaya Ram Thani.
He said that this would be a “long term” remedy for making credible the recruitment procedures in those organisations.
The SAC decided to direct the government to immediately publish the notice of examinations and the examination centre, and also conduct exams as per the standard of PSC to fill the vacant posts in the NEA and NT.
SAC also decided to draw the cabinet’s attention for not implementing its directives issued in 1998 to form a Corporation Service Commission to bring uniformity in recruitment, promotion and posting procedures.
It decided to direct the government to make public its actions on the issue of privatising the corporations, which have gone into liquidation but still distributing bonus.
