Lawmakers stress on social security fund based on contribution
KATHMANDU: The Members of Parliament (MPs) have pointed out the need for review on the bill on social security stressing on social security fund purely based on contribution.
Taking part in the discussion on social security related bill, 2015, at the Parliament's International Relations and Labour Committee today, lawmakers said the bill should purely base on labour contribution of workers and employees. According to them, the provision for providing social security amount for elderly, differently-abled and single women should be removed.
The lawmakers also demanded keeping a distinct arrangement for provision on social security. As the bill was introduced with trilateral agreement between the government, labourers and entrepreneurs in 2010, the lawmakers have called for finalising it in the same manner. They have also called for integrated approach for labour bill and social security bill.
On the occasion, lawmaker, Pushkar Acharya said it would not be justified to provide social security money for other people by drawing the money from the fund based on contribution of employees and labourers.
Lawmaker Binod Shrestha said the bill has been chaotic as it tried to address all sides.
Another lawmaker Chudamani Jungali said the lawmakers have already registered an amendment proposal on the bill presented at the parliament to remove the subjects other than labourers.
The fund currently has a deposit of Rs 12.10 billion accumulated over the years since 2010 by slashing one per cent of the allowance received by the government employees, security organs and labourers, said Labour and Employment Ministry's Secretary Laxman Prasad Mainali.
