KATHMANDU: The High-Level Political Mechanism today decided to take action against those involved in violent clashes that take place in among cadres of different parties.
“The HLPM will form probe committees at the local level to investigate into all violent clashes and disputes that take place. Then it will instruct concerned parties or the government for taking action against the guilty,” said Bimalendra Nidhi of the Nepali Congress after the meeting held at the residence of HLPM coordinator Girija Prasad Koirala in Maharajgunj.
The meeting formed a three-member probe panel to probe into the violent clash that took place between the cadres of UCPN-M and UML in Dudhejhari of Sindhuli district today. The panel comprising Home Raj Dahal of Nepali Congress, Bashanta Majhi of CPN-Maoist and Bishamlal Adhikari of CPN-UML is mandated to present a report on the incident at the HLPM within seven days.
The three-hour meeting agreed to take necessary steps through HLPM to curb such incidents.
Today’s meeting agreed to form the High Level State Restructuring Commission at the earliest after holding discussions among and within different parties, informed NC leader Arjun Narsingh KC. The commission will recommend to the Constituent Assembly ) about the state structure according to Article 138 of the interim constitution. Sources said the UCPN-M leaders drew the attention of NC and UML on whether the commission should be formed or not as the CA had very limited time.
“We discussed forming the commission, we will take a decision in this regard in next meeting,” said Narayan Kaji Shrestha ‘Prakash’, leader of UCPN-M. He said the next meeting to be held on Monday morning would initiate discussions to end the present political deadlock.
Today’s meeting also decided to hold HLPM meeting every Thursday. The meeting may also be held on other days, if need be.
NC and UML leaders had drawn the attention of Maoist leaders towards their stance not to let the process of managing Maoist combatants be completed before writing the new constitution.
PM and an invitee member of the HLPM was absent at today’s meeting. Other HLPM members — Maoist Chairman Pushpa Kamal Dahal ‘Prachanda’ and CPN-UML Chairman Jhalanath Khanal and the task force members of the mechanism were present.
