KATHMANDU: The Technical Committee for Supervision, Integration and Rehabilitation of Maoist combatants (TCSIR) on Tuesday submitted a six-page proposal regarding the terms of reference and code of conduct of the Maoist combatants to Prime Minister and coordinator of the special committee Madhav Kumar Nepal.
According to the PM's office the proposal will be implemented after the meeting of Army Integration Committee scheduled for Thursday gives its nod to it. The proposal says that the PLA cannot mount their party flags on their cantonments. The proposal has also suggested keeping as many as five to seven members in a mechanism under the leadership of joint secretary level officers in each cantonment. It has also suggested that the mechanism should comprise Maoist commander, former Nepal Police Officer and Nepal Army personnel. The proposal has suggested that the mechanism inform the Technical Committee on the activities, leave and other requirements of the combatants. Also the mechanism should decide the salary and allowances of the combatants, says the proposal.
