CIAA files charge sheet against 249 people

The Commission for the Investigation of Abuse of Authority has filed a corruption case against 249 people, including former City Development Committee chairpersons, for registering public land in the names of individuals in Tikapur, Kailali.
The Commission filed a corruption case against 249 people in a special court on Thursday, according to CIAA Spokesperson Narahari Regmi.
It is alleged that officials, including Netra Prasad Joshi, the former chairperson of the City Development Committee, plotted to forge receipts and transfer public land into the person's name.
The authority claimed that the rights were transferred with the approval of the staff by giving a nominal amount to the committee.
It is proposed that the Tikapur City Development Committee distribute its public land to individuals and associations, and that when the rights are transferred, they be made available in accordance with the provisions of the Urban Development Act of 1988 and the Urban Development Guidelines of 2004.
Instead, the officials doctored fake documents in the committee's name and transferred the land to individuals based on their personal interests, relationships, and kinship, according to the authority.
The Authority has filed a case against 249 individuals, including former presidents Netra Prasad Joshi, Lalit Tamrakar, and Dheeraj Regmi.
The authority has also filed a case against the land buyer to seize the land and public property.
The Authority has also released the names of the landowners who are currently occupying the property.
The former three presidents of the Tikapur City Development Committee, Netra Prasad Joshi, Lalit Tamrakar, and Dheeraj Regmi, are among the dozens of defendants named. Ganesh Singh Rawal, Khadak Bahadur Shah, Bam Bahadur Bam, Shyam Khatri, Devendra Bahadur Kunwar, and Padmaraj Neupane, the coordinators of the sub-committee formed while Joshi was president, have also been charged.
Similarly, Premsingh BK, Shyam Khatri, Bharat Swar, Bedraj Dhungana, Dayaram Sanjyal, Purna Bahadur Bogti, Amar Bahadur Kadayat, Madan Kunwar, and Tara Sanjyal, the coordinators of the sub-committee formed while Tamrakar was president, have been charged.
Likewise, Bal Bahadur Kadayat, then head of planning of Tikapur Development Committee, Jhapparsinh Bishwakarma, then member secretary Ambadatta Joshi, then surveyors of Tikapur office Man Bahadur Chand, Ganesh Bahadur Bam, then cargo officer of Tikapur port office Jai Bahadur Bisht, buyer of Tikapur city development committee Dhaniram Bhandari, sub-supervisor Netra Bahadur Rawal, and then field supervisor Devilal Ghimire have been charged.
