CIAA files charge sheet in Sarlahi Agricultural road construction fraud
Officials accused of inflating progress and submitting fake bills

KATHMANDU, APRIL 27
The Commission for the Investigation of Abuse of Authority (CIAA) has filed a charge sheet at the Special Court, Kathmandu, against multiple government officials and individuals for allegedly embezzling over Rs 779,000 during the construction of an agricultural road in Dhanakaul Rural Municipality-6, Sarlahi.
According to the CIAA, the accused colluded to inflate work progress in official records, including the field measurement book and project completion report, despite the work not being completed as per the technical estimate of fiscal year 2080/081.
The anti-graft body stated that fake bills were submitted to claim excess payments.
The charge sheet includes:
Krishna Mohan Prasad Sah (Administrative Officer)
Upendra Prasad Sah (Engineer)
Mohammad Rafik (Assistant, Fifth Level)
Shashiranjan Kumar Singh (Sub-Engineer)
They have been charged under multiple sections of The Prevention of Corruption Act, 2002, including preparing and approving false reports. The CIAA has sought imprisonment, fines, and recovery of the misappropriated amount from them.
Additionally, Abhay Kumar Sah, an accountant at the rural municipality, faces similar charges.

Bopendra Rai (Committee Chairperson)
Inarjit Sah Kanu (Secretary)
Surtiya Kumari (Treasurer)
They have been charged under Section 8(4) of the Act, with the CIAA seeking punishment and confiscation of the misappropriated funds.
Furthermore, Shyam Babu Sah, Ward Chairperson of Dhanakaul-6, has been charged under Section 19(2) for approving falsified documents.
