KATHMANDU, FEBRUARY 13 The government has spent just 15.62 per cent of its capital budget in the first seven months of the current fiscal year 2082/83, according to data from the Financial Comptroller General Office (FCGO). Overall expenditure has reached 40.8 per cent of the annual allocation of Rs 1,964 billion by the end of Magh, with total spending amounting to Rs 801.37 billion. Revenue mobilisation has also lagged behind, reaching 44.49 per cent of the annual target. Under the current expenditure heading, 47.62 per cent of the allocated Rs 1,180.98 billion has been spent. However, capital expenditure remains significantly low, with only Rs 63.73 billion, 15.62 per cent of the Rs 407.89 billion allocation, utilised so far. Spending under financial management stands at 46.71 per cent of the Rs 375.24 billion allocation. On the revenue side, the government has collected Rs 682.17 billion against an annual target of Rs 1,533.45 billion. Tax revenue collection stands at 45.21 per cent of the target, while non-tax revenue has reached 42.55 per cent. Foreign aid receipts remain particularly weak at 24.02 per cent of the annual target, with Rs 12.84 billion received so far. With five months remaining in the fiscal year, the slow pace of capital expenditure raises concerns over development implementation and overall budget execution.
