Kathmandu DAO urges disciplined Holi celebrations amid election code

KATHMANDU, FEBRUARY 27 The District Administration Office Kathmandu has urged the public to celebrate Holi in a disciplined and peaceful manner, warning against activities that could disrupt public order or violate the election code of conduct. Issuing a notice on the occasion of Fagu Purnima (Holi) on Falgun 18, the office extended greetings to all Nepalis and highlighted the cultural and historical significance of the festival. However, it expressed concern over increasing instances of extravagant programmes and disorderly behaviour in recent years. The DAO has requested people not to engage in hooliganism, public disturbances, quarrels, forced application of colours, throwing water balloons or splashing water against anyone's will, or consuming alcohol in ways that disturb family life, social harmony and public decorum. It warned that such actions could affect peace and security. In view of the upcoming House of Representatives election, the office also reminded the public that under the Election Code of Conduct, 2082, individuals participating in rallies or public gatherings are prohibited from wearing or carrying items displaying party symbols, logos or candidate images. The use of vests, T-shirts, caps, scarves and other clothing bearing election symbols has been strictly banned during Holi. The DAO further clarified that people may celebrate the festival within their homes or private compounds without causing obstruction to others. However, gatherings on public roads, organising fairs or concerts, setting up stages, and selling or consuming alcohol in public places have been restricted, particularly in light of election security concerns. The office stated that legal action will be taken against individuals involved in unruly or unlawful activities as per prevailing laws.
