HoR passes Finance Bill as lawmakers' amendment proposals fail

KATHMANDU, JUNE 28 The House of Representatives (HoR) on Sunday passed the Finance Bill, 2083, endorsing the government's key revenue-related legislation after rejecting most amendment proposals tabled by lawmakers. The House passed the bill by a majority after Finance Minister Dr Swarnim Wagle presented a proposal seeking its endorsement. Of the seven amendment proposals registered, lawmakers Hari Prasad Bhusal and Sushil Khadka withdrew their amendments, while proposals from Ganga Laxmi Awal, Dr Pushpa Raj Kandel, Harka Raj Rai, Parbati BK, and Narendra Kumar Kerung were rejected by a majority vote. During the debate, lawmakers raised concerns over several provisions of the bill. Nepali Congress lawmaker Ganga Laxmi Awal urged the government to abolish or significantly reduce the three percent levy imposed on students travelling abroad for higher education. NCP lawmaker Dr Pushpa Raj Kandel argued that although the bill contains tax provisions under 20 different headings, it lacks a clear framework on tax revenue. Parbati BK of the NCP warned that increasing recurrent expenditure at the cost of capital spending would adversely affect development projects. Similarly, Nepali Congress lawmaker Narendra Kumar Kerung called for scientific and practical tax policies in the education and health sectors. Following the passage of the Finance Bill, the House began clause-wise deliberations on the Public Debt Bill, 2083.
