KATHMANDU: Unified CPN-Maoist Chairman Pushpa Kamal Dahal today clarified that the three major parties had not reached any agreement as reported by the media and therefore there was no question of violating it. Talking to reporters at his residence this afternoon, Dahal, who is also leading the 30-party front, clarified that the three top leaders had agreed to move ahead through consensus and they did not discuss the disputed issues. Dahal said the ruling parties had been saying that constitution could be drafted within two hours if he wanted. He said he could give the constitution in two hours if he was given the authority. On Supreme Court’s verdict on war-era cases, Dahal said Nepali Congress, UML, Nepali Army and Nepal Police would suffer more than the Maoist parties, as they were responsible for most cases of human rights violations. He added that Kumar Lama was not a Maoist and many officers and leaders, including Sher Bahadur Deuba, could face similar consequences. Dahal said Maoist leaders would instead become heroes if they were arrested again. On constitutional issues, he said drafting constitution without federalism, as proposed by UML Chairman KP Sharma Oli, was unimaginable but his party would be flexible to ensure that the nation found a way out of the existing political imbroglio. “Drafting constitution through commission was not possible but such a commission could settle the disputed issues of federalism,” he said. He said if the ruling coalition tried to proceed with the voting process without forging consensus things would become so complicated that they might take decades to resolve. Dahal said he had proposed to take both the seven-state model of NC and UML and 10-state model of 30-party front to the people and continue dialogue for consensus. He hastened to add that the proposal was not yet endorsed by the 30-party alliance.
