Police warn against use of weapons, kids in protests

Kathmandu, August 28 Nepal Police today warned that it would initiate legal action against anyone who disturbed peace and communal harmony. “Article 20 of the International Covenant on Civil and Political Rights, 1966, and Article 4 of the United Nations Declaration on the Elimination of All Forms of Racial Discrimination, 1965, which have been ratified by Nepal, have deemed such acts punishable. Therefore, Nepal Police would like to appeal to all to refrain from participating in any activity that intends to disturb communal harmony and peace,” said Central Police Spokesperson DIG Kamal Singh Bam in an appeal issued by NP. According to NP, participants of the ongoing demonstrations being organised in parts of the country over delineation of provinces in the new constitution have been found brandishing axes, spears, sticks, country-made pistols and domestic weapons. Such acts are in contravention of the provisions of Right to Freedom under Fundamental Rights stated in the Interim Constitution of Nepal. Article 12(3) of the constitution has imposed ban on any act that may undermine the sovereignty and integrity of Nepal, jeopardise the harmonious relations subsisting among the people of various castes, tribes, religions and communities, incite violent activities, or which may be contrary to public morality. Seven police personnel and a child were killed during a violent clash between security forces and demonstrators brandishing domestic weapons in Tikapur on Monday, while another cop succumbed to injuries sustained in Tikapur violence yesterday. NP also raised serious concern about the use of children in violent protests, as well as provocative news/views being posted on digital media and social networking sites, which could jeopardise the harmony among  various castes, tribes, religions, or communities.
