Address demands thru amendment: Nembang

Kathmandu, September 7 Chairman of the Constituent Assembly Subas Chandra Nembang today told leaders of the major parties to make utmost effort to address the agitators’ issues through the registered amendment bills. “I had told the leaders time and again to utilise the allocated time to the fullest to address the demands of disgruntled groups but to no avail,” Chairman Nembang told reporters today. Nembang said he discussed with different leaders of the major political parties, including Unified CPN-Maoist Chairman Pushpa Kamal Dahal and suggested that they incorporate the issues of Madhes, Tharus, Janajatis and Dalits through amendment bills that have been registered. Asked about the suggestion of UCPN-M Chief Whip Giriraj Mani Pokhrel, who had claimed that he had suggested to Chairman Nembang to delay discussions on the amendment bills for two days for the leaders to address the issues of Tharus and Madhesis, Nembang said the leaders had not raised any such issue. Nembang, however, said he would provide ample time for the top leaders to discuss and find solutions even when the CA session continues. Earlier, Pokhrel said that he urged the CA Chair to utilise his wisdom to incorporate the demands being raised by the Madhesis, Tharus and Janajatis and bring back Bijay Kumar Gachhadar to the CA. Nembang said those registering amendment bills would present their proposals tomorrow and the top leaders could utilise the time to find solutions. All the CA members will get a day to study the amendment proposals. The next day, the top leaders will address the CA before the CA members begin delivering their views, he said. He further said if the amendment bills fail to address the demands of the agitating parties there are still ample international examples, which show that the issues can be addressed through amendment of the constitution right after the CA turns into parliament. Nembang, however, said the top leaders have not made any request to him till date and they were for drafting the constitution at the earliest.
