KATHMANDU: Prime Minister KP Sharma is addressing the nation this late afternoon on the eve of New Year 2073 as per Nepal's official calendar. He said the main responsibility of his government is the implementation of the new constitution, promulgated in September, through the people-elected Constituent Assembly. Saying the efforts for the implementation have been made in a fast pace, Oli highlighted that many laws that were not on a par with the new statute have already been amended from the Legislator-Parliament. More laws would be rectified in the new year, according to him. He mentioned that two committees, one chaired by him and the other by the Chief Secretary of the Government of Nepal, have started working on the implementation of federalism as envisaged by the new constitution, and said the demarcation of provincial boundaries and fixation of the provinces' capitals fixed as well as constituencies are on the horizon. While expressing frustration over the slow pace of reconstruction in the wake of the April and May Nepal earthquakes, Oli said the government, however, had made its presence felt during the relief and rescue efforts. The September-February blockade, bureaucratic red tape, lack of legislation and other factors delayed the reconstruction work, according to him. Stating that problems would not be resolved through agitation, he urged the Madhes-based parties  to find an outlet through discussions. He went on to say that the government had formed the political mechanism, led by Deputy Prime Minister and Minister for Foreign Affairs Kamal Thapa, just to resolve the issue of demarcation of provincial boundaries. The Prime Minister said that unity shown by the people to help those affected by the devastating twin earthquakes of April 25 and May 12 was laudable. Prime Minister also extended greetings to the on the occasion of Nepali New Year 2073. Senior Cabinet ministers and government secretaries were present during the Prime Minister's 49-minute televised address to the nation.
